Electrical & Facilities Manager (HV/MV & EHS)
Key Responsibilities:
1. Substation Construction & Grid Connection (HV/MV): Lead the end-to-end (0 to 1) construction of the new Batam factory's substation from the ground up. Act as the primary interface, taking full responsibility for negotiations and coordination with PLN Batam to ensure the successful interconnection of the HV/MV transmission network, step-down transformer planning, and compliant power energization.
2. Facility-Wide Electrical & MEP Coordination (LV): Oversee the planning and integration of internal electrical systems within a large-scale automated manufacturing facility. Lead the layout of workshop distribution panels and Motor Control Centers (MCC). Configure robust UPS (Uninterruptible Power Supply) and voltage stabilization systems tailored for precision 3C/e-cigarette (vape) production lines to safeguard manufacturing against grid fluctuations.
3. Technical Review & System Analysis: Review and optimize all technical drawings from EPC contractors, including Line Diagrams (LD), wiring schematics, and cable routing plans. Utilize ETAP software to conduct comprehensive power system studies, including load flow analysis, short-circuit calculations, and load schedule evaluations.
4. Design & Compliance: Ensure all electrical designs, LDs, load schedules, and wiring plans are fully optimized and strictly comply with Indonesian PUIL standards and international IEC standards.
5. Construction Supervision: Supervise on-site contractors and monitor the progress of both electrical and ELV (Extra Low Voltage / strong and weak current) works. Preside over and lead the Factory Acceptance Tests (FAT) for critical electrical control panels and equipment.
6. Operations & Maintenance (O&M): Develop preventive maintenance plans for the overall power system, UPS backup power, and generator sets post-factory commissioning. Take charge of troubleshooting daily electrical faults on production line equipment.
7. EHS Planning & Management: Responsible for the overall planning and governance of factory EHS (Environment, Health, and Safety) operations. Establish and standardize safety production rules, operating standards, and emergency response plans; comprehensively supervise regulatory compliance for high-risk operations (e.g., working at heights, high-voltage electrical work) on construction and production sites; organize hazard identification and risk assessments to ensure factory operations comply with local Indonesian environmental, fire safety, and occupational health and safety regulations.
8. External Coordination: Liaise seamlessly with PLN Batam and industrial park management authorities to handle all compliance matters, including applications for power capacity expansion and securing mandatory operational/functional certificates (SLO/SLF).
Qualifications & Requirements:
1. Education: Bachelor's degree or higher in Electrical Engineering or a related field.
2. Experience: 5-8 years of experience in industrial electrical engineering. Proven experience in factory construction for electronics manufacturing (3C/EMS) is highly preferred. Possess a solid understanding of industrial factory EHS operational mechanisms, with familiarity in general electrical safety, fire safety, and environmental management standards; demonstrate basic capabilities in identifying local Indonesian EHS regulations and managing risk, with the ability to independently lead site hazard inspections and compliance improvements.
3. Technical Skills: Highly proficient in AutoCAD for electrical drafting. Skilled in using ETAP for load flow analysis and short-circuit calculations.
4. Mandatory Certification: Must hold a valid Ahli K3 Umum certification.
5. Language Skills: Fluent in Indonesian and English (written and spoken) OR fluent in Indonesian and Mandarin Chinese (written and spoken) to ensure effective communication with local stakeholders and HQ.
6. Core Competency: Exceptional learning agility with the capacity to quickly grasp the operational principles of new, advanced automated production equipment.
